Leverage browser caching library for 3rd party resources, (*1)

Description

Created especially for 3rd party javascript files. Such as Google Analytics and similar. Due to the impossibility to affect the storage time in the visitor's browser. Files are downloaded from a remote server and stored locally. Optionally can be minified. Best set to run periodically via a cron job., (*2)
